The certificate that arrives with a steel bar, a resin lot or a plating batch is the only evidence most factories ever have about what the material really is. Nobody tests every delivery. That makes the document a control, and controls that are filed unread are not controls. The buyer's job starts before the material ships: specifying which certificate is required, from whom, covering which properties, and how the paperwork will be tied to the physical stock once it is inside the fence.

Ask for it on the order or you will not get it

Certificates are a cost to produce and suppliers issue what the order demands. If the purchase order says nothing, expect the least demanding document the supplier can issue, which may be a generic conformity statement with no test data at all. State the required certificate type, the specification and grade it must certify against, the properties to be reported, whether the results must come from the actual delivered lot rather than a representative one, and whether an independent department or third party must validate them. Add that the document must accompany the delivery, since certificates chased afterwards frequently never arrive.

What the document actually asserts, and what it does not

A mill certificate identifies a cast or heat, reports the chemical analysis and the mechanical results obtained from test pieces taken from that heat, and states the specification it was produced to. It does not say that the specific bar in your rack came from that heat unless traceability was maintained through every subsequent processing and stockholding step. It says nothing about damage, corrosion or mixed stock afterwards. A certificate of analysis for a chemical or a resin behaves similarly: it describes the batch as tested, at the point of test, not the drum after storage and transfer.

Keeping the link between the paper and the metal

Traceability breaks at cutting, at decanting and at any point where identification is removed. Require the heat or batch identity to be physically marked on the material, and require remarking whenever a length is cut or a container is broken down. Goods inward should record the identity against the receipt, not merely file the certificate. Where a stockholder rather than a mill supplies the material, ask how they maintain identity through their own cutting operations, because that is where the chain most often fails. A certificate that cannot be tied to a specific piece is a document, not evidence.

Independent validation, witnessed testing and who signs

Certificates differ in who performs the testing and who attests to it. Some are produced entirely within the producing works. Some require attestation by a department independent of manufacturing. Some involve an inspector nominated by the purchaser or by an independent body witnessing the tests and signing the report. Each step upward costs money and adds calendar time, and each is appropriate to a different level of consequence. Decide the level by what failure of the material would mean, agree it before quotation so it is priced, and check that the laboratory performing the tests holds recognised accreditation.

Certificates that do not survive scrutiny

Falsified and altered certificates exist, and the common patterns are recognisable: values sitting suspiciously close to a specification limit, an identical document reused across deliveries with only the date changed, transcription errors between the mill's original and a stockholder's reissued version, test results reported for properties the stated method cannot produce, and issuers whose contact details lead nowhere. Spot-verify by contacting the named producer directly using independently obtained details. Where material is safety-critical, periodic independent testing of received stock against the certificate is the only way to know the chain is real.

Frequently asked questions

How long should we retain material certificates?
Long enough to cover product liability exposure and any contractual or regulatory retention obligation, which for structural, pressure, aerospace and medical work usually means well beyond the product's production life. Retain them in a system that survives staff changes and supplier changes, indexed so a certificate can be found from a finished serial number rather than only from a delivery note. Scanned copies are normally acceptable, but check the requirement, because some sectors expect the original document to be retained.
Is a stockholder's certificate as good as a mill certificate?
It depends on whether the stockholder is passing through the original mill document or issuing its own. Passing through the original, with the heat identity intact and its own cutting traceability documented, is generally acceptable. Issuing a substitute certificate that summarises the mill data introduces a transcription step and loses the original, which is where errors and falsifications appear. Specify that the original producer's document must be supplied, and that any reissued document must reference and accompany it.
What do we do if material arrives without the certificate we specified?
Hold it. Material without its specified documentation is unverified material, and releasing it to production on the promise that paperwork will follow removes any leverage to obtain it. Quarantine the delivery, notify the supplier that acceptance is pending, and set a clear deadline. If production pressure forces a release, treat it as a formal concession with a named authoriser, recorded against the lot, so that the affected assemblies can be identified if the certificate never materialises or proves unsatisfactory.
