In-house or contracted maintenance: response, knowledge and the skill you stop having

Maintenance is bought either as a standing capability or as a service called upon when required, and the choice is usually framed around cost per hour. That framing misses what actually differs: how quickly someone competent reaches a stopped machine, whether the person who arrives has seen it before, and whether the accumulated understanding of your equipment stays inside the business or belongs to a company that also serves your competitors.

Choose In-house maintenance: an employed team when

Choose Outsourced maintenance: contracted providers when

Contracting out is easy to reverse on paper and hard in practice

Once the internal team has gone, the knowledge goes with it and the local labour market does not hold it waiting for you. Bringing work back means recruiting into a trade that is short of people almost everywhere, then rebuilding an understanding of equipment that has been modified, patched and adjusted for years by somebody else. That takes far longer than the notice period on the contract you are exiting. It also weakens you commercially: a provider that knows you have no alternative negotiates differently. Anyone contracting out substantial maintenance should decide deliberately what minimum internal capability is retained and why.

The split arrangement is common and the interface is where it fails

Most plants of any size run a hybrid: employed technicians handling routine work and first response, specialists contracted for particular equipment or particular skills. It works well and depends entirely on a clear boundary. Who decides when to call the provider. Who holds the equipment history, and does the visiting engineer see it. What happens when the provider recommends work your team disagrees with. Where the responsibility sits if a fault is handed back and back. Writing these down feels bureaucratic and prevents the situation where a machine is down while two parties each believe the other is dealing with it.

You remain the site operator whoever holds the spanner

Contracting the work does not contract out the duty of care to people working on your premises. Verifying competence, inducting visitors, operating the permit system, isolating equipment properly and supervising the activity all remain yours, and a contractor unfamiliar with the site is precisely the person most exposed to a hazard your own staff navigate without thinking. Build the arrangement accordingly: an induction that reflects real site risks, isolation controlled by your people, permits issued and closed by someone who checks the work area, and a record of who was on site doing what.

What should a maintenance contract actually specify?
Response and attendance times by severity, what counts as covered work and what is charged separately, which spares are included and who holds them, competence and qualification requirements for attending engineers, how equipment history is recorded and who owns it, escalation when a fault recurs, and notice terms on both sides. The record ownership clause is the one most often omitted and the one you will want most if the relationship ends, because without it the history of your own equipment leaves with the provider.
How much internal capability is worth keeping if most work is contracted?
Enough to make an informed judgement about what you are being told. That usually means someone who can diagnose a fault well enough to describe it accurately, decide whether a recommendation is justified, supervise contracted work competently, and handle the routine interventions that would otherwise generate call-outs. Retaining that role costs a salary and preserves your position in every technical conversation. Keeping nobody with equipment knowledge means accepting the provider's assessment of what is wrong and what it will take to fix.
Does contracting maintenance transfer responsibility for safety?
Not from the site operator. You retain duties towards anyone working on your premises, including verifying that contractors are competent, inducting them to the actual hazards present, controlling isolation and permits, and supervising the work. A contractor also carries duties of its own, so the responsibilities overlap rather than transfer. In practice the highest-risk moments are exactly when an unfamiliar person works on equipment during a breakdown under time pressure, which is when a functioning permit system earns everything it costs.
