The order of control has a cost order to match

Removing or reducing a source costs least when the equipment is being selected, because a quieter machine or a different process route costs nothing extra to choose and everything to substitute later. Enclosing or isolating comes next, and it is affordable while there is space around the machine and before services are routed. Separating people from the source through layout is a design-stage option. Personal protection is the last resort and the most expensive across a working life, because it must be issued, fitted, maintained, trained and supervised for every person, every shift, indefinitely.

Buy quiet, because you cannot buy quiet later

Equipment specifications should ask what the machine emits under conditions resembling your own, and that question should carry weight in the selection alongside rate and price. Suppliers who cannot answer it are telling you something. The same applies to compressed air discharges, extraction fans, conveyors and material handling, which collectively often contribute more than the headline machine. Once the purchase is made, the options narrow to enclosure, isolation and administration, all of which interfere with access, maintenance and cooling. A clause in a purchase order is the least expensive acoustic treatment available.

Vibration travels further through the building than anyone predicts

Structure-borne vibration from presses, compressors, mills and heavy trucks moves through slabs and frames into places with no obvious connection to the source. The victims are usually measurement and inspection: balances that will not settle, surface finish equipment reading noise, microscopes that cannot be focused, and increasingly any operation involving fine positioning. Sites discover the problem after commissioning a new lab or machine and then face isolation work in an occupied building. Considering where sensitive activities sit relative to heavy plant at layout stage removes a category of expensive problems entirely.

The boundary is a constraint you may already have accepted

Many industrial sites carry planning or permitting conditions limiting what may be emitted at the boundary, particularly at night, and those conditions attach to the site regardless of whether the current occupier negotiated them. Residential development creeping toward an established industrial area does not remove the obligation and often increases the scrutiny. Before adding plant that runs at night, extending shift hours or installing external equipment, establish what conditions apply and what the current position is against them. Retrofitting attenuation to external plant is disruptive and visible, and it rarely goes unnoticed by the people complaining.

Assessment is specialist work with legal consequences

Measuring exposure, deciding what it means for the people working in it, and designing acoustic treatment or vibration isolation are matters for competent acoustic and engineering specialists working to the occupational and environmental rules in force at the site; this page names no limit and offers no method. Where a source has been identified, the expectation is that reasonably practicable reduction at source or by engineering means is considered first, with protection covering what remains rather than substituting for the assessment.
How early should acoustics be considered in a new building?
At the point the layout is being blocked out, because the least expensive control is deciding what sits next to what. Placing heavy plant away from sensitive activities, grouping noisy processes together, positioning external equipment away from the boundary nearest neighbours, and allowing space around machines for enclosure or isolation all cost nothing on a drawing. Once the frame is up and services are routed, every one of those decisions becomes a construction project with production disruption attached.
Can enclosing a machine cause problems of its own?
Frequently, which is why enclosure should be designed rather than improvised. Enclosures trap heat, obstruct maintenance access, hide the machine from operators, complicate material entry and exit, and can affect extraction or fire arrangements. Panels get removed for access and never replaced, at which point the treatment is gone but the paperwork still claims it. A designed enclosure accounts for cooling, access panels, sight lines and the practical realities of the work, which is why it needs the people who run the machine involved.
