Fire protection reaches most operators as a list of restrictions they did not expect: a stacking height they cannot exceed, a door that has to stay closed, a bay they cannot put that process into. Those restrictions come from a fire strategy — an engineered document produced for the building by people qualified to produce it. Knowing what that document is, who signs it and what invalidates it matters far more commercially than any product choice.

A strategy is a document about a building, not a product you buy

The fire strategy describes how the building is expected to behave: how people get out, how the structure and its divisions are meant to perform, how a fire is meant to be detected and dealt with, and what the fire service will find on arrival. It is written by a fire engineer against the codes enforced where the building stands and agreed with the authority that signs it off. Nothing on this page is a design, a rating, a classification or a recommendation, and it must never be used as one. The commercially useful step is finding out whether your building's strategy exists, is current, and reflects what you actually do inside it.

Three parties have to agree and they want different things

The regulatory approval route sets a floor concerned with life safety and escape. The insurer is concerned with the building and the business surviving, which is a different question and frequently a more demanding one. The operator wants to run a process. These interests diverge in predictable places: the insurer may require protection that the approval route does not, the approval route may require separation the operator finds inconvenient, and the operator may want a material that changes the assumptions both others made. Bring the insurer into any significant change early. Discovering a requirement during a renewal survey, after the equipment is bolted down, is the expensive path.

What the strategy quietly forbids in the space you already have

The practical constraints show up as ordinary operational limits: how high and how densely you may store, which materials may sit where and in what quantity, which internal divisions must stay intact, which openings must stay unobstructed, where charging or hot work can take place, and how much of a floor a given activity may occupy. Operators tend to meet these one at a time and treat each as a nuisance. Reading the strategy as a whole turns them into a map of the building's capacity, which is the only sound basis for planning a layout change or a new process location.

Change of use is the trigger people miss

A strategy is written against an assumed occupancy, an assumed set of materials and an assumed way of working. Introducing a new chemistry, adding a mezzanine, subdividing a bay, changing what is stored where, bringing battery charging inside, or moving from one shift pattern to continuous running can all take the building outside its assumptions. None of these look like building work, which is exactly why they escape review. Establish a rule that any change to materials, occupancy, storage arrangement or internal subdivision goes past whoever holds the strategy before it happens, not afterwards when a survey finds it.

Retrofit is where the cost lands

Protection designed into a building during construction is comparatively cheap because the routes, supplies, structure and access are being built anyway. Adding it later means working around installed plant, finding water supply and storage that was never allowed for, cutting through structure that is now load-bearing in an occupied building, and doing much of it during production shutdowns. That is why an apparently attractive building can carry a fire-related liability larger than the rent saved. Before committing to any premises, establish what the strategy assumes, what your process changes about those assumptions, and who pays for the difference.

In a leased industrial unit, who is responsible for fire protection?
Responsibility usually splits, and the split is where disputes come from. The landlord typically owns the building fabric and any installed systems, while the occupier owns how the space is used, what is stored in it and the arrangements for the people inside. Both duties can sit on the same failure. Before signing, get in writing who maintains each installed system, who holds the strategy and supporting documentation, and who pays if a change you make requires the protection to be upgraded.
What kinds of change should prompt a review of an existing fire strategy?
Anything that alters what burns, where people are, or how the building is divided. New materials or chemistries, a different storage arrangement or height, added internal structure such as a mezzanine or office pod, subdividing or opening up a bay, a change in the number of people present or when they are present, and any new source of ignition or stored energy. The review is a question for whoever holds the strategy; the operator's job is to notice the change and ask.
Why does our insurer ask for protection the building approval did not require?
They are answering a different question. Approval routes are largely concerned with people getting out safely and the structure behaving predictably while they do. An insurer is pricing the chance of losing the building, the stock, the equipment and the revenue that depended on them. A building can satisfy the first entirely and still represent a loss the insurer will not accept unpriced. Treat their requirements as a commercial condition to be negotiated and budgeted, not as an argument to be won.
