Footwear development is tooling-heavy in a way that surprises most newcomers. Fit lives in a physical last, the outsole comes from a mould, and both exist separately for every size in the run. That structure sets the entry cost, dictates a development calendar measured in seasons, and explains why moving a shoe between factories is considerably harder than moving a garment. Materials then add an approval burden of their own.

Tooling multiplies across the size run
A last is a physical form for one size in one width, and the outsole mould is likewise size-specific. A shoe offered across a normal size range therefore requires a set of each, and adding widths or a second gender multiplies the count again. This is the dominant upfront cost in footwear and the reason a style has to earn its place before development begins. It also concentrates risk, because tooling suits one construction on one factory's equipment. A style that sells well is not automatically portable to another maker, even when the design belongs entirely to you.
The last is the product
Comfort, fit and how a shoe sits on a foot are governed by the last rather than by the upper pattern. Factories usually hold their own lasts and will adapt one, which is quick and leaves the defining component in their possession. Commissioning your own costs more and gives the brand something genuinely transferable. Grading matters as well, since sizes are not scaled uniformly; a poorly graded run fits nicely in the sample size and badly at the extremes, which is exactly where returns come from. Ask who owns the last, where it is stored, and whether it may leave the building.
Materials are approved individually, not as a list
Leather varies between hides and batches in thickness, grain and how it takes colour. Textiles, foams, adhesives and outsole compounds each arrive from their own suppliers with their own minimums. Approval therefore runs material by material, with physical swatches signed and held by both parties, rather than by writing a specification and trusting it. Substitutions happen when something becomes unavailable, and they alter appearance and sometimes performance. Requiring written approval before any material change, and keeping a sealed reference set of approved swatches, heads off most of the disputes that otherwise erupt when bulk arrives.
Sample rounds set the calendar
Development proceeds in stages: a first rough sample proving pattern and construction, a corrected version, a confirmation sample built with production materials and tooling, and often a set of selling samples for the sales cycle. Each stage means shipping physical shoes internationally, wearing them, commenting and remaking. Compressing the sequence is possible and expensive; skipping the confirmation stage is how brands learn at bulk that a lining rubs or an eyelet tears. Season calendars work backwards from a shipping date through these stages, which is why a late material approval reappears as a missed delivery much later.
Restricted chemistry reaches into the glue
Footwear puts chemistry against skin for long periods, and the substances of concern sit in adhesives, dyes, tanning agents, coatings and sole compounds rather than in anything the designer consciously chose. Restrictions apply in the market where the shoe is sold, not where it is made, so compliance is the brand's obligation to specify and verify. Practical control means issuing a restricted substances list as part of the specification, requiring declarations for each material, and testing finished production periodically instead of trusting paperwork alone. Finding a problem after stock has landed is the costly version of this lesson.

- Why is footwear tooling more expensive than it first appears?
- Because nearly everything repeats per size. A last and an outsole mould exist for each size in the run, and offering a range in more than one width or fit doubles the set again. Add a colourway needing a different sole and there may be further tooling or at minimum a compound change. Brands budgeting for a style rather than for a size run consistently understate the entry cost, and the shortfall tends to surface at the least convenient moment.
- Can we move a shoe to another factory using the same last?
- Sometimes, and less easily than expected. Even where you own the last and the sole mould, construction methods differ between factories, machinery differs, and the new site will want to build its own samples and may propose changes to suit its process. Fit can shift noticeably as a result. Treat any transfer as a partial redevelopment with its own sample rounds, and confirm before anything moves that the tooling can physically be released to you.
- Who is responsible for checking that adhesives and dyes comply?
- The brand selling the shoe. Factories buy chemicals from their own suppliers and will generally provide declarations when asked, but nobody in the chain is tracking your target markets on your behalf. Issue a restricted substances list alongside the specification, require documentation for each material, and test finished production periodically. Relying wholly on declarations from suppliers you have never assessed leaves you defending a position you cannot evidence.
